Transformational and Inclusive Leadership Communication in Driving Public Sector Organizational Change in the Digital Transformation Era

This research examines the role of transformational leadership communication mechanisms in driving public sector organizational change in the digital transformation era, with a case study at the Ministry of Finance of the Republic of Indonesia thru the "Kemenkeu Satu" application. A qualitative approach with a single case study design was used, focusing on the analysis of publicly documented leadership communication practices. Data was collected from secondary documents, such as leadership speeches and statements, news releases, official press releases, and public policy documents containing narratives of organizational integration, work values, and digital transformation agendas. Data analysis was conducted using thematic coding techniques to identify communication patterns that reflect the dimensions of transformational leadership and the strengthening of an inclusive climate. The research findings indicate that leadership communication serves as a managerial mechanism that unifies the direction of change, strengthens the legitimacy of the transformation, and manages the organization's internal diversity. The "Kemenkeu Satu" program is positioned as an integrative narrative that connects the vision of change, the value of integrity, cross-unit collaboration, and the drive for digital-based learning and innovation. This finding confirms that the success of public organizational transformation is not solely determined by formal policies and structures, but also by the consistency and quality of leadership communication in building shared meaning and workplace cultural cohesion. Practically, this research shows that change management in public organizations requires a consistent, inclusive, and continuous learning-oriented leadership communication strategy for digital transformation to be effective. This research enriches the public sector change management literature with thematic evidence on how leadership communication manages internal diversity to strengthen cultural cohesion and commitment to change. However, this study has some limitations, including reliance on secondary data which may limit direct understanding of individual contexts within the organization and potential interpretive bias from available documents.
